Make batter with flour, water and salt. Three-quarter fill the base of a double boiler with water and stretch a piece of muslin or cheesecloth firmly over the boiler's top and bind securely with string.

Bring water to boil. Brush fabric with oil and pour a little batter on, using a swirling motion with a spoon to spread it into a circle. Cover with a lid and leave a minute or so until firm. Carefully lift the wrapper with a spatula and set aside. Repeat until all batter is used. Wrappers can be stuffed with pre-cooked filling and served cold or filled and deep fried.
- Note: After making rice paper wrappers or opening a bought packet, dip the wrappers in water to soften and cover with a damp tea towel to retain moisture.
