Remove chilli seeds then shred well. Beat eggs. Blanch banana leaves in hot water, remove and wipe dry. Soak dried chillies in hot water for 15 minutes, squeeze dry and grind with the rest of the paste ingredients.
Mix meat curry powder into ground paste. Blend in minced beef, beaten eggs, thick coconut milk and red chillies then add salt and sugar. Mix well. Divide into 12 portions.
Wrap minced beef mixture with banana leaves, secure with toothpicks then steam over medium heat for about 20 minutes.
Notes : Blanched banana leaves will not tear easily.
