Parboil sago in boiling water for 10 minutes. Cover for 10 minutes until transparent. Dish up with sieve. Rinse in cold boiled water. Drain well.
Soak brow beans for 2 hours. Wash and place in a dish. steam for 30 minutes until tender.
Parboil fennel in ½ cup of water for 5 minutes. Strain and discard residue. Set water aside.
